Standing Order #10 - Team Member Conduct and Discipline

PURPOSE

The purpose of this Standing Order is to set forth the standard of conduct expected for members of PCSAR and to define the steps for member discipline.

SCOPE/POLICY

Members of PCSAR are expected to accept certain responsibilities, adhere to acceptable principles in matters of personal conduct, and exhibit a high degree of personal integrity at all times. This not only involves respecting the rights and feelings of others, but also demands members refrain from any behavior that might be harmful to themselves, other team members, and/or PCSAR or that may be viewed unfavorably by the public at large. Types of behavior considered inappropriate include, but are not limited to, the following:

  1. Misconduct

    Insubordination, being under the influence of drugs or alcohol on PCSAR operations, committing immoral or illegal acts, failing to comply with the PCSAR Constitution, Bylaws, and Standing Orders.

  2. Theft

    Possessing, removing, or tampering with PCSAR, government, or other persons’ property without proper authorization.

  3. Fraud or Dishonesty

    Making false statements (either orally or in writing) or failing to give complete information about the PCSAR team, other team members, officers, them self, or PCSAR operations.

  4. Absenteeism or Tardiness

    Being habitually absent from or late to PCSAR meetings, training, and operations.

  5. Safety Violations

    Failing to observe PCSAR and general safety rules; neglecting the safety of them self and others.

Any members having direct knowledge of misconduct that is harmful to PCSAR or its members are responsible for reporting the alleged misconduct to a member of the Executive Board. Should a member’s performance, conduct, or overall attitude become unsatisfactory in the judgment of the Executive Board based on violations either of the above or any of the other PCSAR policies, rules, or regulations, that member will be subject to disciplinary action, up to and including dismissal from the team.

RESPONSIBILITY

It is the responsibility of all members of PCSAR to adhere to this Standing Order. It is the responsibility of the Executive Board to enforce this Standing Order.

PROCEDURE

Reasonable guidelines and rules are necessary to ensure orderly and efficient operations, as well as an environment that is safe and pleasant for all team members. Any team member failing to adhere to PCSAR rules, Standing Orders, and/or conduct requirements may be subject to disciplinary action, which may range from warning notices to termination. In each case, the Executive Board, based on the facts and circumstances surrounding the event, will determine the appropriate disciplinary action. PCSAR reserves the right to begin disciplinary proceedings at any step of the process, up to and including immediate dismissal from the team. The following procedure will be utilized in situations where a change in behavior can reasonably be expected. There are situations and behaviors that are as severe as to warrant immediate dismissal and, in those situations, the multiples steps in the disciplinary process will not be followed. The Executive Board, prior to implementation, shall approve all disciplinary steps past the informal discussion.

  1. Informal Discussion

    A member of the Executive Board will meet with the member on an informal basis for the purpose of creating an awareness of the unacceptable behavior/problem. The purpose of this conversation is to address and resolve problems in an informal manner.

  2. First Warning

    If the problem behavior continues to exist, the problem will be documented in written form. The member will receive a copy of the warning and will be told that continuation of the problem will result in further disciplinary action.

  3. Second Warning

    If the problem continues, the Executive Board will again document the problem in written report form. This report shall include a series of specific steps and a timetable for correcting the problem. A member of the Executive Board will discuss this report with the member and the member will sign the report, agreeing to the corrective actions. Failure to sign the report may be grounds for further discipline or dismissal.

  4. Dismissal

    Failure to meet the all of the objectives as documented in the second warning will be grounds for dismissal. A member of the Executive Board will meet with the member and the member will be dismissed from the PCSAR team.

  5. Team Review

    If the member does not agree with the actions ofthe Executive Board, he/she may appeal his/her dismissal to the entire PCSAR team at the next regularly scheduled business meeting. After both sides of the issue are presented, the team will vote. The vote of the team will be final.
