Standing Order #17 - Safety At Incidents In The Roadway

PURPOSE
It is the purpose of this procedure to detail the actions of PCSAR personnel at operations conducted in the roadway, so as best to provide for their own safety and the safety of the public.
SCOPE/POLICY
This procedure applies to all PCSAR personnel responding to incidents that occur in or near the roadway. The nature of these incidents will typically be traffic accidents, but may include other types of incidents.
RESPONSIBILITY
It shall be the responsibility of the Team Leader to see that this Standing Order is implemented. It shall be the responsibility of the team member/officer in charge at an emergency scene to implement this Standing Order.
PROCEDURE
Structural firefighting or Urban Search and Rescue (USAR) helmet, jacket and pants shall be worn when working within the action circle of an accident scene (15’ minimum is a suggested hot zone), including plane crashes, traffic accidents, and similar incidents. This perimeter shall be established by the on-scene officer.
A reflectorized, colored vest shall be worn by all personnel working in or near moving traffic at roadway incidents. The vest shall be worn on the outside of bunker gear when not actively involved in the extrication procedures.
