Standing Order #25 - Line of Duty Death or Serious Injury

PURPOSE
The purpose of this Standing Order is to identify the process of notification of a line of duty death or serious injury to a PCSAR member, both on and off duty.
SCOPE/POLICY
It is the policy of PCSAR to identify those who will notify family members, team members, and the community in the event of a serious accident, loss of life, or serious injury relating to members of our team. PCSAR will also provide assistance to the families of those members as needed or requested.
RESPONSIBILITY
Implementation of this standing order is the responsibility of the Team Leader.
PROCEDURE
In the event of a serious injury or loss of life of any PCSAR Team Member, New Recruit, or other representative of the team including Special Resources, the following notification guidelines will be followed:
The information should be forwarded to the Team Leader, other officer, or senior team member who shall immediately notify the PCSAR Sheriff’s Office Liaison as well as any other notification normally required. This notification shall take place whether the injury or death occurred on or off duty.
No specific information about the injury, identity of the individual, or other information shall be discussed over the radio.
Emergency Contact and Immediate Family Notification
The Sheriff or designee and Team Leader or designee will locate the individual’s emergency notification information and will be responsible for notifying the individual’s family of the event, the condition of the individual, and their location.
This notification should be done in person, when possible, and as soon as possible following the event.
The individual making the notification should not be involved in any aspect of any pending investigation of the incident and should remain available to the family as long as possible.
The individual may also be available to assist with the notification of other family members or support providers on behalf of the immediate family.
Team Notification
PCSAR team members will be promptly notified by the Team Leader of the facts and circumstances of the event. The format of the notification will be at the discretion of the Team Leader and may include restrictions on the sharing of information, particularly on social media, and the name of the family liaison as a point of contact for support offerings.
Media and Public Information Releases
The Sheriff will designate a Public Information Officer as the point of contact for all media inquiries, information releases, and the publication of any information provided by the Sheriff’s Office and PCSAR.
Information will not be released to the media until all immediate family members and team members are notified. The content and format of the media release will be at discretion of the Sheriff and Team Leader.
Prior to the release of the employee’s condition, location, and family members, the information will be reviewed with the family.
Line of Duty Injury or Death Staffing
If the notification of the individual’s serious injury or death renders current team members unfit to continue their duties or the incident requires active team members to cease their current duties, the Team Leader will notify the Sheriff and relief will be provided through other members or assistance of another agency.
On duty members should be allowed to notify their immediate family members when applicable.
A critical incident debrief, on-site psychological services, Chaplains and the employee assistance program will be made available to all affected team members.
Family Assistance
Transportation
If the individual’s immediate family members wish to go to the hospital or other location, they should not be required to drive themselves.
Provider, Visitor and Support Coordination
Immediately PCSO or PCSAR staff should be designated to assist the family in communicating essential information to the hospital upon admission, manage visitors, and record donations or services rendered.
This designee (s) should remain at the hospital and available to the family through the duration of the event.
Information regarding the point of contact for donations and visitation should be released to the public upon consent of the family.
Household Management
A designee should be offered to assist with child care, home maintenance, errands, visiting family travel, and lodging arrangements and any requests applicable to alleviate stress on the immediate family and/or employee.
Return to volunteer status and/or work
As the injured individual returns to volunteer status and/or work, follow-up assistance should continue to be offered. This may include transportation to appointments, home maintenance or other services pertinent to recovery.
The individual’s return to volunteer status and/or work will be supported within the confines of employment law and employer policy.
If unable to return to volunteer status and/or work following injury, the PCSO and PCSAR will assist in the exit process to ensure the celebration of duty and filing of all applicable benefits.
Counseling and Psychological Services
Available services should be offered to the family and individual to assist in their recovery process.
Upon return to volunteer status and/or work following serious injury, the employee may be required to complete a fit for duty evaluation.
Criminal or Civil Process
If the incident results in criminal or civil court proceedings, a designee will provide the individual and/or family with updates and assist in the understanding of the process.
Funeral Arrangements
In the event a full public servant funeral may be conducted, the Sheriff and Team leader will have overall responsibility to coordinate services. The Sheriff and Team Leader will assign tasks upon the families wishes to complete the following:
Preparation and dissemination of service details
Funeral home selection, visitation, standing of guard and employee dress uniform
Public visitation or memorial services
Funeral services, seating, traffic control, and procession
Gravesite services and reception
Coordination with other law enforcement agencies
The Pennington County Sheriff’s Honor Guard will offer and provide services to the family.
In the event of an individual’s death not in the line of duty, a liaison shall still be provided to assist the family with any of the above.
Compensation and Benefits
Following the death or serious injury of an individual, the family liaison and human resources will work with the family to coordinate the compensation and benefits process. Below is a summary list of entities that may be applicable. Thorough research should be conducted into all benefits available based upon the situation.
